About Us
We are a consulting business, providing stakeholders in the energy transition with technical, market, and economic expertise. We strongly believe that the economic/technical consulting sector is crucial to enabling a more sustainable economy. Green Star BCS aims to fulfill those expectations and play a key role in supporting energy transition.
Our Vision is to facilitate a world where renewable energy, the circular economy, and the application of advanced materials are integrated to deliver a sustainable society while our clients recover an acceptable and predictable return on their investments. That is the challenge of today’s transition. Our purpose-driven team of Molecule ManagersSM advises on the trends shaping the energy transition; collaborates with clients to develop innovative concepts; and provides the support and knowledge that enable clients to realize their challenging goals.

In addition to our technical and economic studies, we offer the SAF Monthly Market & Techno-Economic Report. The report provides comprehensive commentary on the Sustainable Aviation Fuel market and its feedstocks, covering current US market conditions in terms of supply/demand, trade flows, price developments, operational news, tax incentives, costs of production, and producer margin analytics for major pathways. Additionally, it includes an overview of upstream oil and jet fuel markets, a summary of SAF industry news, capacity information, and an outlook on expected SAF industry developments. Our Leadership Team
CLAYTON BARTLETT
CHIEF OPERATING OFFICER
Clayton takes on the role of Chief Operating Officer for Green Star BCS. Prior to joining Green Star BCS, he held roles in Jacobs Engineering, Worley and Advisian in process engineering, sales, digital strategy, and consulting.
Clayton led the development of Jacobs’ Energy, Chemicals & Resources Digital Consulting business strategy and implementation of that strategy by building a team of subject matter experts to address a new market and solution set that the industry was demanding. In his most recent role as the Vice President of Sales and Commercials for Advisian Americas, he led a consultancy business development team delivering $60MM+ per year in revenue. He leverages this experience in his new role leading Operations for Green Star BCS.
Clayton holds an MBA from Rice University and BChe in Chemical Engineering from Auburn University. He is based in Houston.
SHAUN BOARDMAN
CHIEF SUSTAINABLE TECHNOLOGIES OFFICER
Shaun joins Green Star BCS as Chief Sustainable Technologies Officer. Shaun’s deep domain knowledge has been developed through broad experience in hydrocarbon and chemical applications spanning operations, optimization and techno-economic consulting.
Over the past 15 years Shaun has established a track record of successfully identifying and positioning for numerous market opportunities as a result of regulation, supply & demand, government incentives and global climate change pressure. He managed and built teams throughout this time to support and drive solutions for the benefit of his clients.
Over the past 3 years Shaun has concentrated on growing a capability and team of experts in the Sustainability and Energy Transition arena as the Vice President of Advisian Americas, Refining and Chemicals. Shaun brings this same passion and objective to Green Star BCS.
He holds a B.S. in Chemical Engineering from Howard College UND and is based in Houston.
LEE DACEY
CHIEF EXECUTIVE OFFICER
After starting and growing profitable technical and market consultancies with UOP, Jacobs and Worley, Lee joins Green Star BCS as Chief Executive Officer. Lee began developing a decarbonization and sustainability practice in Jacobs Consultancy in 2008, and over the next 10 years developed global leadership capabilities in renewable fuels, carbon pricing, hydrogen, sustainable power and the circular economy. As CEO he leverages his and the team’s experience in creating a new and nimble organization focused on assisting clients in the energy transition.
Lee started as a refinery Process Engineer with Mobil Oil Company. He joined UOP in 1991, where he participated in commissioning, troubleshooting, and optimization of UOP’s Refinery and Petrochemical processes throughout the world, including commissioning of a Greenfield Refinery in Indonesia and a Greenfield Petrochemical Complex in Harbin, China. He created their solutions consultancy business in 2001. Following 15 years with UOP, he joined Jacobs in June 2005 where he started and grew the global consultancy business. In 2018 Lee became a senior leader of Worley’s Advisian consultancy business leading its global Energy, Chemicals and Resources practice.
He holds an MBA from the London School of Business and the University of Chicago, as well as a Bachelor’s degree in Chemical Engineering from the University of Bath. Lee is a fellow of the Institution of Chemical Engineers. He is based in London.

SCOTT HUGHEY
CHIEF COMMERCIAL OFFICER
Scott joins Green Star BCS as Chief Commercial Officer. Scott has over 20 years in the heavy civil and energy industries and has led the sales organizations for some of the largest engineering companies in the energy, chemicals, and resources industry.
Most recently, Scott was Executive Vice President of Global Sales & Marketing at Worley, a $10B+ Engineering, Procurement, and Construction provider, where he formed the Day 1 Sales and Marketing function and developed a culture of accountability and performance. Prior to Worley, Scott served as Senior Vice President of Solutions and Technology for Jacobs Engineering, where he led strategy implementation, the Jacobs Consultancy business, and a digital enterprise initiative. Additionally, throughout his career, Scott held a variety of leadership positions at KBR Technology, WorleyParsons, and Bechtel.
Scott holds a BSc in Civil Engineering from the University of Texas and is based in Houston.
REBECCA THOMPSON
CHIEF FINANCIAL OFFICER
Rebecca takes on the role of Chief Financial Officer for Green Star BCS with 20 years of experience in Finance and Accounting within the Oil & Gas Industry. Prior to joining Green Star BCS, she held roles in Jacobs Engineering and Worley in the Field/Project Accounting groups, along with supporting Advisian Energy, Chemicals and Resource as the Finance Business Partner.
Rebecca oversaw multiple regions across the United States in Field Accounting, handling 30+ client projects delivering over $300MM+ in annual revenue. In her role as Finance Business Partner, she assisted Operations with the financial oversight and knowledge needed to support business execution excellence for over 2 years.
Rebecca joined Green Star BCS as the Finance Director in 2022. Her extensive knowledge of finance and accounting, from both a project perspective and corporate level, positions her well to lead Green Star BCS forward with a strong growth outlook as the Chief Financial Officer.
Rebecca holds an MBA from the University of Houston-Clear Lake and BBA from the University of Texas. She is based in Houston.
SOHEIL RAZJOUYAN
CHIEF CARBON TECHNOLOGIES OFFICER
Soheil is the Chief Carbon Technologies Officer at Green Star BCS. He has established his reputation and career on his front-end consulting for refining and petrochemical clients, for whom he has routinely reduced GHG emissions and project costs over the past 35 years. His expertise includes Crude, FCC, Coker, Hydrotreaters, Hydrocrackers, Renewable Fuels, and Hydrogen processing.
Soheil is a world-renowned leader for Energy Transition and renewable fuels strategy development. He led the Marathon Dickinson Refinery conversion; converted Phillips 66’s Rodeo refinery to the world’s largest renewable diesel production facility; and guided the Shell Cat Gas Plant Energy Reduction Project (listed on CARB website). He has worked on more than 48 renewable fuels studies and projects globally, with a combined capacity of 400 MBPD renewable fuels. His efforts led to capital cost savings of more than $645MM to date.
He served in previous roles such as Vice President Low Carbon & Renewable Fuels (Advisian), Director of Renewable Fuels (Advisian), Group Manager (Jacobs Consultancy), and Refining Technical Manager (Jacobs Engineering). He holds a B.S. in Chemical Engineering from Tehran University and is based in Los Angeles.
